First, high-tech industries have never been developed by protection. High-tech industries are the fundamental driving force for industrial upgrading and economic development. A common feature of these fields is high investment, high risk, and strong uncertainty. It is a common practice for all countries to provide certain guidance and support by the government. However, technological innovation and market competition depend on enterprises in the final analysis, and the government cannot replace or control them. Second, Made in China 2025 treats domestic and foreign companies equally. "Made in China 2025" and related policies and measures are applicable to all enterprises in China, whether they are domestic or foreign-funded enterprises, state-owned enterprises or other ownership enterprises, and even leading enterprises or small and micro enterprises. Therefore, there are no sayings and practices to suppress foreign-funded enterprises. On the contrary, in the process of implementing "Made in China 2025", we have been adhering to the concept of open development and win-win cooperation, using various bilateral and multilateral cooperation mechanisms to actively carry out international cooperation to create a good environment for practical cooperation between enterprises.
Third, the core technology cannot be bought with money. At present, developed countries have always restricted us in some technologies, equipment and products. I buy it, but you don't give it to me. I can only rely on my own efforts and overcome these bottlenecks and shortcomings by implementing major scientific and technological projects and major projects. Recently, some Chinese companies have acquired and merged foreign-funded companies out of their own strategic considerations. These are market behaviors and the companies' independent choices in the market. The Chinese government has never mandated it, and "Made in China 2025" also does not have this aspect. Requirements.
